Steve is a U.S.-qualified attorney (California, USPTO) based who advises global technology companies on complex cross-border intellectual property, privacy, regulatory, and litigation matters at the intersection of law, engineering, and policy.

Steve brings over 24 years of experience helping U.S. and international companies protect, enforce, and defend high-value technologies in demanding regulatory environments.

Steve's practice encompasses international patent litigation and prosecution strategy, privacy protection regulatory matters (including regulatory investigations and compliance advisory), automobile safety and emissions certification compliance, and administrative litigation. Steve regularly handles matters involving advanced technical systems, including semiconductor manufacturing processes, smart device operating systems, automotive software (OBD, EDR, ADAS), EV battery management systems, and vehicle emissions technologies.

After practicing at several US law firms, Steve joined Kim & Chang in 2008 as a Foreign Legal Consultant, where he works closely with engineers, in-house counsel, and regulators to translate complex technical issues into effective legal strategies and practical compliance solutions.

Steve has particular experience in matters requiring coordination between international and Korean legal, regulatory, and technical teams, and frequently serves as a bridge between multinational clients and local regulators in cross-border disputes and investigations.
