Dr. Jong-Kyun Woo joined Kim & Chang in 2011 and is a trademark attorney in the firm's Trademark Practice.

After getting his LL.B. at Seoul National University in 1985, Dr. Woo passed the prestigious and highly competitive national civil service exam and began working at the Korean Intellectual Property Office (KIPO). During his 25 years as a civil servant, he held a number of key positions in KIPO. He developed his career from a trademark examiner to many professional posts including chief administrative trademark judge, the Director General of Trademark and Design Examination Bureau, the Director of Trademark and Design Policy Planning Division, and the Deputy Director of Legal Affairs Division. He obtained his Korean patent and trademark attorney license in 1995.

Dr. Woo has played an important role in advancing the IP protection system of Korea. He was engaged in revising IP-related laws such as the Patent Act and the Trademark Act of Korea. He contributed in establishing the Korean Patent Court and the Korean Intellectual Property Tribunal, implementing the WTO/TRIPs, introducing protection system for typefaces and geographical indications, and protecting trademark rights against cybersquatting of domain names. He also contributed to introducing an international trademark application system under the Madrid Protocol, establishing the Special Judicial Police within KIPO, which focuses on combating counterfeit goods. In addition, he led the Information Planning Division of KIPO, and while there, he developed the world’s first internet-based online IP application system (KIPO-Net).

Dr. Woo continued his legal education at the University of Washington School of Law and was awarded an LL.M. in 1999 and Ph.D. in 2002. While working on his advanced degrees, he was admitted to the New York bar in 2001. In 2007, he worked as an IP researcher at Christensen O’Connor Johnson Kindness PLLC located in Seattle. Dr. Woo also taught as a full-time instructor at the Department of Law of Korean Military Academy and as an affiliated professor at Baejae University.

Dr. Woo served as a councilor for the Presidential Council on Intellectual Property, as a committee member of the Performance Evaluation Committee for Prime Minister's Office and as a committee member of the Regulatory Reform Committee for KIPO. Currently, he is a member of the Asia Patent Attorney Association (APAA), where he is a councilor. He also serves as president of the Korea Trademark & Design Association.
